What Is Outbound? Outbound vs Inbound Sales in Israeli B2B
Hebrew has no good word for outbound. The formal term, pniya yezuma ("initiated approach"), sounds like a letter from the city council, and "direct marketing" brings back the call center that rings as you sit down to dinner. So Israeli sales teams took the English word, and the suspicion came with it.
The suspicion is often earned. Too many messages reaching Israeli managers were written to nobody, one text for a thousand people. Whether outbound books meetings or burns a list is decided before the first message goes out.
What is outbound?
Outbound is a first contact you initiate, with a company or person who hasn't contacted you, to open a sales conversation.
The term comes from call centers: incoming calls are inbound, outgoing calls outbound. Today's main B2B channels are cold email and personal LinkedIn messages.
Outbound sales is the process and the team that runs it. The role is often called SDR (Sales Development Representative): they find the right people, reach out, answer, and hand a meeting to the salesperson who closes.
The first message almost never sells. It asks for something small: a reply, permission to send a video, a fifteen-minute call.
The ICP (Ideal Customer Profile) describes the company you most want to sell to: industry, size, region and who decides.
What is the difference between inbound and outbound?
The difference is who takes the first step: in inbound the customer finds you, and in outbound you choose them and reach out.
| Question | Inbound | Outbound |
|---|---|---|
| When you meet buyers | After they searched, compared and sometimes chose | Before they start looking, or when something changed |
| Control over pace | Low, depends on how many people search | High, you decide how many and to whom |
| What you need to start | Content, an ad budget and patience | A list, an offer, sending infrastructure and someone to answer |
| Main risk | Waiting months for traffic | Hurting your domain or reputation with a bad approach |
Two numbers look like they're fighting. A Gartner survey published in June 2025 found that 61% of B2B buyers prefer a rep-free buying experience. A 2018 RAIN Group study found that 82% of buyers accept meetings with sellers who reached out to them proactively.
I think both are true of the same people (the studies differ in year and sample, so don't combine them). Buyers don't want a seller walking them through what they can do alone, and they punish a generic approach. Show up with a good reason at the right time, and they open the door.
When does outbound fit, and when does inbound?
Inbound fits when people already search for what you sell, and outbound when you know exactly who needs you, even before they look.
Outbound works well when:
- The ICP is clear, and every row of the list has a company name and a role.
- The deal size justifies personal work on each approach.
- The market is finite: a few hundred or a few thousand companies you can count.
- You solve a problem the customer already feels.
- Someone on your side will take the meetings and close them.
Not every business needs it. Outbound fits poorly for a cheap consumer product, a company still searching for product-market fit, or a service people buy only when something breaks.
In Israel the small market helps: when only a few hundred companies fit, you can write to each one.
Most B2B companies need both, because they feed each other: a good message often comes back months later as a website form, logged as inbound.
Agentic-Dev builds custom AI agents and workflow automation for medium and large Israeli companies. Before we worked together, growth came almost entirely from organic marketing and word-of-mouth referrals. Outbound campaigns to CEOs and CTOs brought them 17 qualified meetings in 60 days and ×3.2 pipeline growth. See the case studies.
How does a modern outbound engine work?
An outbound engine is a chain of eight stages, and every stage you skip comes back as a failure somewhere else.
- ICP. Industry, size, region and role, plus who never to contact: existing customers, competitors and anyone who opted out.
- Signal. An outside fact that says now is a good time: hiring salespeople, a funding round, a product launch, opening an office abroad.
- List. Companies and decision-makers from several sources, because each source misses part of the market.
- Verification. Every address is checked first. Our target is under 2% bounces, because bounces hurt the sending domain.
- Offer and copy. Decide the offer before the first word, then build the message around the signal. See how to build an offer for outbound.
- Sending. Email needs secondary domains, warmed inboxes and SPF, DKIM and DMARC records. LinkedIn runs from your existing profile.
- Replies. A person answers every reply and books whoever fits.
- Meeting. It lands in the seller's calendar, and the thread goes into the CRM.
Here's a first message on a hiring signal, a template I wrote for illustration:
Step 7 sounds dull. In my experience it's where the most meetings get lost, and it's where follow-ups belong. One reply on a client campaign of ours opened with "Sorry for the late reply, I simply missed your email," then suggested coffee. It came after the follow-up.
Is outbound just cold email?
No. Outbound is any channel where you reach out first, and it works best when several channels reach the same people.
In our campaigns, email reply rates run 8% to 25%, and LinkedIn 20% to 45%. LinkedIn runs from your existing profile with no warm-up, but every profile has a cap. Email takes preparation: each of our setups has 100 Outlook and Google Workspace inboxes on secondary domains, warmed for 14 days before a single message goes out. Someone who saw your name on a connection request then recognizes it in their inbox. More on LinkedIn + email.
What is different about outbound in Israel?
Israel adds three things most English-language guides skip: a gendered language, its own calendar, and a spam law with damages per message.
Language. Where English is the working language, as in much of Israeli tech, write in English. Elsewhere, have a native speaker write Hebrew, since a message that reads like a translation gets deleted. Hebrew also forces a gender in almost any sentence addressed to one person, and a female VP addressed in the masculine is lost. We use the plural "you" for the company and the past tense for the person, because both read correctly for everyone.
Calendar. The work week starts on Sunday. The fall holidays, Rosh Hashanah through Sukkot, freeze decisions, and "let's talk after the holidays" is a real answer to log. Reserve duty takes managers away for weeks.
Law. Section 30A of the Communications Law, the spam law, prohibits advertising by email without prior consent, with some exceptions. According to Kol Zchut, as of February 2026 a court can award up to ₪1,000 per message, with no proof of damage needed. More in cold email and Israel's spam law. This isn't legal advice.
Beyond Israel, the engine splits. For Controla, three tracks ran in parallel: a partnerships campaign, a GTM campaign across the US, Australia, and Ireland, and a dedicated Israeli campaign.
Should you build an outbound team or work with an agency?
It depends on how long you can wait and how much work you want in-house.
An in-house team gives full control once you've hired, trained and built infrastructure. An agency brings the infrastructure and experience ready, and your job is to approve every message sent in your name. See outsourced vs in-house SDRs and how we work.
Maybe all of this is why Israeli teams kept the English word. "Initiated approach" names only the moment a message leaves, and most of the work happens before and after it.
Frequently asked questions
What does outbound mean?
Outbound means proactive outreach: a business contacts customers it chose, by email, LinkedIn or phone, before they contact it. In B2B the goal is a meeting with the person who decides.
What is outbound sales?
Outbound sales is a process that starts with your outreach: finding decision-makers, sending the first message, answering replies and booking a meeting. An SDR does that part, and a salesperson closes.
Does outbound work in the Israeli market?
Yes, when it's built for the market: natural Hebrew, timing around the holidays and reserve duty, and compliance with the spam law. The small market helps, since every fitting company can get its own message.
How long does it take to start outbound?
LinkedIn can start fast, from your existing profile with no warm-up. New email inboxes need 14 days of warm-up, and before that you define the ICP, build the list and write the offer.
How much does outbound cost?
It depends on channels, volume, and whether you build a team or use an agency. Measure it by cost per meeting with a decision-maker. See what outbound costs in Israel.
